Roads are provincial jurisdiction. Each province publishes its own MUTCD variant and its own TCP training and certification requirements.
§02British Columbia.
BC TCP requires WorkSafeBC-approved training. Recertification every three years. Ministry of Transportation approvals for provincial highway work.
§03Alberta.
Alberta Transportation Roadway Traffic Control Handbook governs. Certification via approved course providers, three-year renewal.
§04Ontario.
Ontario Traffic Manual Book 7 governs. Ministry of Transportation (MTO) permits for provincial roads. Municipality-specific rules layer on top.
§05Quebec.
Ministère des Transports du Québec (MTQ) — bilingual EN/FR certification, requires additional flagger-specific training modules.
§06Manitoba.
Manitoba Infrastructure standards; provincial TCP course required.
§07Uniform standards.
CSA Z96 Class 2 or 3 high-visibility apparel is the modern baseline. Class 3 for nighttime and highway work.
§08Insurance.
General Liability + WCB per province. Cross-provincial crews need coverage in every province they operate.
